The Council’s Regular Monthly Meeting held on Monday, August 10th, 2015 at 7: pm in the boardroom of the Municipal Office.

    Chairperson McInnis called the meeting to order, time 7:05pm
  1. a Disclosure of Conflict of Interest
    No Council member declared they were in conflict.
  1. Approval of Agenda
    It was discussed and moved by Councillor Judy Morrissey Richard and seconded by Councillor Jeff Hackett:
    That the agenda be approved with the addition under New Business. Motion Carried
  1. Approval of the Minutes
    It was moved by Councillor Wayne Gavin and seconded by Councillor Debbie Fennessey:
    That the minutes of the Council’s Regular Monthly Meeting held on July 13, 2015 be approved as circulated. Motion Carried

Reports

  1. a) RCMP/Finance/Recreation – Jeff Hackett

Re: RCMP, Councillor Jeff Hackett presented the RCMP report for the month of July.
Re: Recreation, at this time Katie Poirier read her report for the past month which mentioned   the closing of the soccer program with a tournament and the completion of Day Camp. The Wellness Grant application was denied but Katie mentioned she would be reviewing the Recreation Budget and to possibly offer a trial run for three weeks this coming fall.

Questions were asked and answered pertaining to attendance at various events such as Day Camp/Rally Cap etc…
The Chairperson mentioned that the students and workers on various programs will be wrapping up and suggested that the community cover the BBQ cost.

Motion – Refreshments
It was discussed and moved by Councillor Jeff Hackett and seconded by Judy Morrissey Richard
That the Community host the Staff appreciation BBQ to the expense of $100. Motion Carried

Motion – Hire a student
The Community is hosting the Provincial Softball Tournament on Saturday September 5th and  6th.

It was moved by Councillor Jeff Hackett and seconded by Councillor Angel Murphy
To hire Richard or Colton for three days to assist with the Softball Tournament by getting the ball field prepped for the tournament to be held on September 5 and 6th . Motion Carried

Motion – Finance
Councillor Jeff Hackett presented the list of bills to be paid for a total of $72,729.35. This included $50,000 of gas tax money to be entered into a term.
It was discussed and moved by Councillor Jeff Hackett and seconded by Councillor Judy Morrissey Richard.
That the list of bills totalling $72,729.35 as of August 10th, 2015 be paid. Motion Carried

Following the motion it was noted that no further money will be spent on the John Deere for  repair until an estimate is obtained and council will decide.

  1. B) Fire Department/Sidewalk/Street Lights – Wayne Gavin

Re: Fire Department; Councillor Wayne Gavin reported the firefighters responded to nine calls  in the past month and listed the nature of the calls.
Re: Sidewalks; was reported that the replacement of a few sidewalks have been completed.
Re: Street Lights, reported all was in working order.

Councillor Morrissey Richard requested that Anne Arsenault be contacted pertaining to their light out by the Post Office.

  1. c) Park –Planning Board – Debbie Fennessey

Re: Park, Councillor Debbie Fennessey reported that she is planning to working on holding October Fest since the Bicentennial Committee is no longer active. Councillor Fennessey has a committee and will hold the event on Sunday, Oct. 11th.  The profit will be used to purchase quarter minus that is badly needed.

  2. d) Sewer/Water and Property Management – Gerald Keough

Re: Sewer/Water: Councillor Keough read Mike Gavin‘s report noting that the lagoon system is              now registered under Environment Canada. This is now mandatory.
Re: Lagoon, Councillor Keough reported the Utility is waiting for the results from WSP on the pit testing taken. If the result is a go then the owner would be approached to purchase the land and continue with the prepping of the land to house a second cell.
Re: unhealthy Trees, Chairperson McInnis and Councillor Keough will check with Highways.

Chairperson McInnis suggested that the community should look into a chop-saw used for cutting sidewalk. At this time Mike was ask to check the price with advance rental for a price on a second hand one and bring his finding to the next council meeting.

  1. E) Tignish Initiatives/CIB/Tourism – Angel Murphy
    Re: CIB, Councillor Angel Murphy gave a report on the tour with the judges from Communities in Bloom. The end result all went well with the reception and the tour. The evaluation result will be brought forward in September.

Re: Tignish Initiatives, Councillor Murphy reported there was no meeting except for the Initiatives announcement of the Stompin Tom project.

  1. F) Website-Library-Streets – Judy Morrissey Richard

Re: Library, no report
Re: Website, Councillor Judy Morrissey Richard reported the website is up and running and the staff will be trained by Alan Broderick. A discussion was held on website.

  1. Public Comment
    Mike mentioned that two manholes have to be replaced; near intersection Church and Dalton and by the Elementary School. For these two sites flaggers would be needed.

A: PEI Police Association Crime Prevention Guide

Motion – place an ad
The information was included in the council package.
It was discussed and moved by Councillor Jeff Hackett and seconded by Councillor Angel Murphy:
To not the purchase of an ad in the PEI police Association Crime Prevention Guide. Motion Carried

  1. B)   West Prince Graphic- ad – Parish Picnic

Motion – Ad for Parish Picnic
It was discussed and moved by Councillor Angel Murphy and seconded by Councillor Jeff Hackett:
To purchase an ad for $56.28 plus HST in the West Prince Graphic to advertise St. Simon and St. Jude Parish Picnic. Motion Carried

  1. C) PEI Emergency Measures Organization will be arranging a session with Dr. Adam Sobel on Storm Surge, Friday, August 28th. This was not entertained.
  2. D)   Invitation – Collaborative Emergency Centre (CEC )
    The Chairperson will be attending the update information of the CEC at the Western Hospital on Thursday, August 13th.

  2. A) Motion – purchase of Tulips

Last year the community purchased tulips to sell from Vanco Farms.   A small profit was made from the sale.
It was discussed and moved by Councillor Jeff Hackett and seconded by Councillor Angel Murphy:
To order 25% less of the amount of tulips from the previous year from Vanco Farms. Motion Carried

  1. B) Motion – Letter of support : Tignish Seniors Home Care Co-op :

The Seniors Home Care Co-op has applied for funding under the Island Community Fund to obtain funding to go toward the repairing of the roof.
It was discussed and moved by Councillor Judy Morrissey Richard and seconded by Councillor Gerald Keough
That the Community submit a letter of support to the Tignish Co-op Seniors Home Care in their endeavor to apply for funding under the Island Community Fund. Motion Carried

  1. C) Island Confederation Trail – Ruth Delong
    Ms. Delong was concerned with the Frame at the beginning of the trail and if council would like to have it down.
    It was discussed and decided that the Frame will stay as is and to be maintain if needed.

  1. D) Motion – Water connection

An email was received from Heather Walker, Island Regulatory Commission pertaining to Kenny Kinch at 208 Church Street on whether or not Mr. Kinch could obtain service if he so requested it during the winter season. As well the email requested a quote as to what it would cost to service Mr. Kinch.
Following the email received the maintenance person; Mike Gavin obtained a quote from O’Meara’s Heavy Equipment for a quote to bore across the road
It was discussed and moved by Councillor Jeff Hackett and seconded by Councillor Judy Morrissey Richard:
To bring the water line across the road to service civic Number 208 Church Street by O’Meara’s Heavy Equipment for $3500 plus HST. Motion Carried

    Following the meeting one item reported by the Maintenance Person was to be discussed and decided on what action to take. Chairperson McInnis reopened the meeting to deal with one item.

  1. Motion – Replacement of Two manholes

The maintenance Person had reported two manholes are in need of replacement. A quote has been obtained but the Maintenance Person could not find the quote.
It was discussed and moved by Councillor Judy Morrissey Richard and seconded by Councillor Debbie Fennessey:
To replace two manholes located on Church Street, by intersection Dalton Ave and Church and by the Tignish Elementary School to a maximum cost of $2000. If the cost is higher to notify the council for further discussion. Motion Carried
